Weekly Mystery Puzzle - A Devious Diamond

​Detective Bert September sat in his office stammering over the puzzle in front of him. The train robbery left more questions than it did answers. It was his job to make sense of all of the nonsense! The robbery which took less than 5 minutes to complete resulted in the theft of the "Devious Diamond", a prize worth 5 million dollars! The robbers took the time to leave a note, it was to be a game of cat and mouse. The note contained only one sentence, "Solve the puzzle by 5PM and the Devious Diamond will be returned" signed Yours Truly. It was now 4PM only one hour left....can he crack the case and get the diamond back? Can you?
